Electra Secures $20 Million from Canada to Build North America’s First Cobalt Refinery

Electra Battery Materials (TSXV: ELBM) has clinched a $20 million investment from the Government of Canada to advance its groundbreaking project in Temiskaming Shores, Ontario, establishing North America’s first battery-grade cobalt sulfate refinery.

The funding, delivered through the Strategic Response Fund, will support the completion of construction and commissioning of the $99.4 million facility, with mechanical completion targeted for Q2 2027. Once operational, the refinery is expected to produce 5,120 tonnes of cobalt sulfate annually in its first year, scaling to 6,500 tonnes at full capacity—enough to supply materials for up to one million electric vehicles per year. This positions Electra as a linchpin in reducing North American reliance on imported battery materials.

David Stetson, Chairman of the Board at Electra, emphasized the alignment of market demand and policy support. “I have seen only a handful of moments where market need, policy alignment, and execution capability come together to create outsized value in my career, and this is one of them,” he said.

The project aligns with Canada’s broader industrial strategies, spanning automotive, defense, and critical minerals sectors. It is set to create over 160 jobs, including 60 permanent full-time roles and 100 skilled trades positions during construction, delivering a direct economic boost to Northern Ontario communities like Temiskaming Shores, North Bay, and Sudbury. Electra is also prioritizing local sourcing and Canadian contractors to amplify regional benefits.

CEO Trent Mell underscored the company’s laser focus on delivery. “Our focus remains on execution, bringing this refinery into production and establishing a reliable domestic source of cobalt sulfate,” he said.

Beyond electric vehicles, the refinery’s output will serve critical applications in defense systems, consumer electronics, and medical technologies. A significant portion of production is already secured under an offtake agreement with LG Energy Solution, announced earlier in 2026, ensuring a ready market upon commissioning.

The facility’s strategic importance is heightened by Canada’s push to lead in the global critical minerals race. With cobalt as a cornerstone of advanced energy storage, Electra’s refinery will represent a rare domestic source in a market heavily dependent on foreign supply. The project builds on prior federal support, including a $5 million grant from Natural Resources Canada in June 2024 for a related battery recycling initiative in the same region.
