Canada has been invited to become the first ever associate member of the European Union, a status that does not currently exist in the bloc’s founding treaty and would have to be created specifically for the country.
The offer came from European Commission President Ursula von der Leyen during her 2026 State of the Union address in Strasbourg on Wednesday, delivered to an audience of members of the European Parliament and Prime Minister Mark Carney, who received a standing ovation.
“Dear Mark, I said we must urgently reimagine our partnerships. So, I would like to work with you on opening the door for Canada to be the first associate member of the EU,” von der Leyen said. “In short, we want to bring the relationship with Canada to the highest level possible.”
At the heart of the proposal is a move away from the Canada-European Union Comprehensive Economic and Trade Agreement, known as CETA, toward what von der Leyen called an Alliance for the Future. A common prosperity and economic security space is the goal, one that she said would span intelligent manufacturing, a tech alliance, integrated defence industrial bases, the Arctic, energy, critical minerals, batteries, AI, quantum and cyber.

Trade between the two partners has grown 75 per cent in the less than 10 years since CETA was signed, according to von der Leyen. The 2016 agreement removed tariff barriers and has been provisionally applied, though it remains unratified in Belgium, Bulgaria, Cyprus, France, Greece, Hungary, Ireland, Italy, Poland and Slovenia.
A “unique alliance” with Brussels, rather than outright membership, is what Carney has framed as Ottawa’s aim, having previously said Canada was “not looking” to join the bloc. He welcomed Wednesday’s proposal. Full membership is off the table in any case, since Canada is not a European state, though it shares the human rights, democracy and rule of law criteria that underpin the EU.
The timing carries weight. The overture comes as the United States escalates its trade war against Canada and President Donald Trump repeatedly asserts that NATO, of which Canada is a member, is not pulling its weight. “This is a partnership not against anyone else, but for our common strength,” von der Leyen said.
How much substance sits behind the title remains unclear, and one central question is whether Canada would gain voting rights in EU institutions. Norway and Switzerland both access the single market yet have no say over EU legislation. A German government spokesperson told Reuters that while Berlin supports deeper integration, the term “associate member” should be “reconsidered.”
The label has history. German Chancellor Friedrich Merz floated associate membership for Ukraine last May, offering access to EU decision-making bodies without voting rights, an idea President Volodymyr Zelenskyy rejected outright rather than sit at the table “voiceless.”
Ottawa is already in talks to join the Erasmus+ exchange program and Horizon Europe research grants and to secure mutual recognition of workers’ qualifications. Economic and security cooperation is set to advance further at a summit in Montreal in October.
