Canada’s personnel-screening system is facing scrutiny after a woman accused of espionage inside NATO’s military headquarters was identified by CBC as a former employee of two Canadian government agencies who had previously challenged a federal finding that she committed fraud during a separate hiring process.
A CBC News investigation identified the woman as Biwei Zhang, a systems engineer with an economics background whose reported employment history included the Canadian Space Agency and Statistics Canada. CBC matched information from social media accounts, a graduate thesis, and Federal Court records with details released by Belgian authorities.
Belgium’s Federal Prosecutor’s Office has not confirmed Zhang’s identity. The country’a authorities arrested the unnamed Canadian citizen on July 24 after searches of her residence and workplace at NATO’s Supreme Headquarters Allied Powers Europe, or SHAPE, in Mons.

The woman is suspected of spying for an unidentified third country and participating in a criminal organization, according to the prosecutor’s office. NATO security personnel initially flagged the suspect before referring the matter to Belgian military intelligence, Reuters reported.
SHAPE is the headquarters of Allied Command Operations, the NATO command responsible for planning and executing the alliance’s military operations.
Investigators searched the woman’s home and workplace on July 23, then placed her under arrest the following day. Belgian authorities have disclosed no details about the alleged intelligence activity, the intended recipient, or the information that may have been accessed.
NATO spokesperson Martin O’Donnell said there was no indication that operational readiness, command-and-control arrangements, or ongoing assignments had been affected, according to the Associated Press.

Screening questions issues
CBC reported that Zhang had previously sought judicial review of a Public Service Commission of Canada decision finding that she committed fraud during a Canada Border Services Agency recruitment process.
The case involved applications submitted under two names and different email addresses. According to CBC’s account of the court record, Zhang applied as both Biwei Zhang and Claire Zhang, then completed stages of the same recruitment process under each identity.
A Federal Court filing identifies the matter as Claire (Biwei) Zhang v. Attorney General of Canada and states that the challenged Public Service Commission decision was issued on June 19, 2023. The judicial review application was filed the following month.
CBC reported that a federal judge later dismissed Zhang’s challenge, leaving the commission’s finding in place.
Public Safety Minister Gary Anandasangaree said Canadian authorities would investigate whether the arrested woman had worked for federal agencies.
“We will get to the bottom of it,” Anandasangaree said after Belgian authorities announced the arrest, according to The Canadian Press. He described the allegations as serious but said Canada had not yet received complete information from Belgian officials.
Global Affairs Canada makes final security-clearance decisions for Canadians applying to work at international organizations, including NATO, based on assessments from Canadian security agencies, according to a statement reported by Anadolu Agency. The department declined to discuss the specific case while the Belgian investigation remains active.
CBC also reported that Zhang used Claire Zhang professionally and another name on Facebook. Online posts reviewed by the broadcaster appeared to show her searching for accommodation near Mons before beginning the NATO internship and previously participating in an internship connected to the World Trade Organization.
