Canada Sees Record Exodus of Temporary Residents in Q3

Canada recorded its highest quarterly outflow of non-permanent residents in recent years, with nearly 250,000 people departing in the third quarter of 2024, according to Statistics Canada data released this month.

The exodus marks a significant increase from typical quarterly outflows of 120,000 to 150,000 people, and nearly doubles the outflow seen in the same quarter last year when about 135,000 departed.

Despite the surge in departures, Canada maintained positive net migration of non-permanent residents, with inflows of nearly 297,000 people during the same period, resulting in a net gain of 47,187 temporary residents.

The data (which can be seen here) captures departures of work and study permit holders, their family members, and includes individuals transitioning to permanent residency status.

The sharp increase in outflows comes amid Canada’s broader efforts to manage immigration levels, following record-breaking temporary resident arrivals in 2023. In Q3 2023, the country saw its peak inflow of 453,103 non-permanent residents.

Statistics Canada noted that these estimates may differ from Immigration, Refugees and Citizenship Canada figures due to varying methodologies and reference dates.

  1. About time. A significant # of those fleeing realise the free ride in this country is over. No wonder our systems are cracking. Health care. Schools, etc. It is time to get our immkgration rules in order. As an immigrant in the early 1980s I was pushed very hard by the officers so there was little risk of me costing this country. I have paid my taxes. Arrived with 4 good job offers in Health care and have always worked and paid my due. I also did not require the country to educate me ,and I spoke one of the languages fluently. We as a country must return to sound practices. Not be over run by a single religion as Canada is primarily Christian.
    So the office of immigration should post the details of those leaving. Stats. sex age ?children. ? length of time in the country.
    What education did the recieve a certificate for?
    Many are not students but actually work full time and have entered under false pretence. The details would be very interesting to see.
    Recently the influx has been of poor class who will not help this country.

    Citizenship has been greatly abused. as a back up plan. Increase the years required to apply and really check the health care status when first applying and again before applying for citizenship to end the abuse allowed by our weak laws.
