Canada is committing $100 million to prepare Nova Scotia’s Wind West offshore wind initiative for private investment, even as the project’s initial bidding timetable moves into 2027.
The Thursday announcement finances preliminary work rather than electricity generation. Neither the federal nor provincial government identified spending on turbine construction or new generating capacity, and most of the $100 million was not assigned to specific activities in their published announcements.
Natural Resources Canada earmarked $5 million for floating laser-equipped buoys that will measure offshore wind speeds and ocean conditions. Nearly $3 million will go to Net Zero Atlantic for electricity transmission modelling and marine surveys, including potential connections from Nova Scotia to Quebec and Ontario.
Nova Scotia’s earlier Wind West strategic plan envisioned completing the first call for bids and issuing offshore development licences during 2026.

The latest federal announcement instead schedules the Canada–Nova Scotia Offshore Energy Regulator’s first call for bids for winter 2027. This leaves a substantial gap between the new public funding commitment and the infrastructure it is intended to enable.
The proposed first phase would deliver 5 gigawatts of offshore wind capacity, potentially generating 24 terawatt-hours of electricity annually. Nova Scotia’s original development schedule placed construction and commissioning between 2031 and 2033.
The province has modelled approximately $60 billion in required investment, comprising $40 billion for offshore generation facilities and $20 billion for transmission infrastructure.
Federal Energy and Natural Resources Minister Tim Hodgson framed the latest commitment as preparation for private-sector investment.
“Canada’s government is putting $100 million behind the work needed to attract investment and build that industry,” Justice Minister Sean Fraser said in the federal release.
Wind West’s commercial prospects also depend on connecting offshore generation to electricity customers beyond Nova Scotia.
Hydro-Québec launched a request for information in March to assess potential offshore wind supply, transmission technologies, project costs, and timelines. Nova Scotia separately signed a cooperation agreement with Massachusetts in February to explore future electricity exports.
The province’s financing scenarios also contemplate federal investment tax credits and low-interest loans from the Canada Infrastructure Bank. Those mechanisms could affect the eventual cost of producing and delivering electricity.
Ottawa previously provided nearly $5 million to Net Zero Atlantic for related pre-feasibility work in February 2026.
