The Canada Energy Regulator has authorized Pouce Coupé Pipe Line, a wholly owned subsidiary of Pembina Pipeline (TSX: PPL), to construct and operate the Taylor to Gordondale Pipeline Project, a new 89 km liquids pipeline running from northeastern British Columbia into northwestern Alberta.
The approved scope is one 406.4 mm outside diameter line designed to transport natural gas liquids, condensate, and crude oil from the existing Taylor Tank Farm east of Taylor, British Columbia to the riser at the Pouce Coupé Block Valve site near Gordondale, Alberta.
The commission described an estimated capital cost of approximately $340.9 million. The pipeline’s maximum operating pressure is 9,930 kPa (1,440 psi), with products including high vapour pressure NGLs such as propane plus and butanes, plus low vapour pressure liquids including condensate and crude oil.

Pouce Coupé filed its certificate application under section 182 of the Canadian Energy Regulator Act in April 2024, and the commission deemed the application sufficiently complete in September 2024 to proceed through assessment.
The commission submitted its report to the Minister of Energy and Natural Resources in November 2025 recommending issuance on the basis the project “is and will be required by the present and future public convenience and necessity.”
In addition, the commission also granted the exemptions Pouce Coupé sought for specific early works: temporary construction infrastructure, right-of-way preparation activities and trenchless crossings in select areas in aggregate not exceeding 40 km, and installation of pumps and other equipment within the existing Taylor Tank Farm footprint.
The certificate includes a sunset clause: it expires three years after being granted unless construction has started by that date.
