Ontario’s regulatory timetable now falls short of Waymo’s planned entry into Canada’s largest ride-hailing market. The province’s automated-vehicle pilot regulation is scheduled to expire on October 13, 2027, while the Alphabet subsidiary said Friday it aims to carry its first Toronto passengers in 2028.
The mismatch matters because Ontario Regulation 306/15 currently permits automated vehicles to operate on public roads for approved testing, not as a blanket authorization for commercial driverless taxi services. Its expiry was set by a November 2025 amendment.
Ontario could extend the program or establish another framework, but there is no replacement approval yet for Waymo’s planned Toronto passenger operations.

The next decisions will sit primarily with Ontario, not Toronto City Hall. A May 28 municipal staff report found that the provincial Ministry of Transportation controls automated-vehicle approvals and operating conditions.
Under the present pilot, Toronto cannot veto an approved deployment within city limits, although it can advise the ministry, coordinate work-zone procedures, and regulate the location of vehicle servicing and storage facilities.
On another unresolved issue, traffic enforcement rules often assume an identifiable human driver. Existing provisions already allow vehicle owners to receive some parking and automated camera penalties, but changes to responsibility for other moving violations could require provincial legislation.
Toronto officials also said they were reviewing how the city’s vehicle-for-hire rules would apply to driverless services, including vehicle inspections, insurance, fares, and reporting. The city cannot override federal and provincial privacy rules governing data gathered by private operators.
The commercial rollout would involve a Canadian-listed partner. Element Fleet Management confirmed Friday that it will manage Waymo’s Toronto fleet operations, including charging, maintenance, cleaning, and vehicle readiness. Element previously disclosed in June its broader multi-year Waymo relationship, initially covering San Diego, with Toronto as a newly identified expansion market.
Ontario’s pilot has operated since 2016 and was expanded to permit driverless testing under specified conditions. Its current expiry does not itself prevent Waymo from opening in 2028. However, it does mean that the province must address the legal route from testing to commercial robotaxis before that target can become an operating service.
