Prime Minister Mark Carney is putting skilled trades workers at the centre of Canada’s planned infrastructure boom, but his government’s flagship workforce target is equivalent to only about 7% of the broader trades labour requirement Ottawa itself expects by 2033.
Carney used his Labour Day statement to highlight Team Canada Strong, which aims to recruit, train, and hire up to 100,000 skilled trades workers by 2031 as Canada pursues new ports, mines, energy corridors, housing, roads, railways, and airports.
The government’s Spring Economic Update presents a considerably larger workforce challenge. Ottawa estimates retirements and economic growth will leave Canada needing more than 1.4 million additional trades workers by 2033, with planned housing and infrastructure investments adding further demand.

Team Canada Strong specifically targets between 80,000 and 100,000 new Red Seal trades workers by 2030-31. At its maximum target, that represents roughly 7.1% of the government’s broader 1.4 million-worker projection.
The figures are not directly interchangeable. Canada’s 1.4 million requirement spans the wider trades workforce, while Red Seal certification covers 54 nationally recognized trades. The federal program is also only one pathway for adding workers, alongside existing provincial apprenticeship systems, immigration, employers, unions, and other training programs.
Still, Ottawa’s own data show why labour availability could become a constraint on Carney’s “build big again” agenda.
The government projects more than 410,000 construction-sector job openings alone by 2033, while about 21% of the existing trades workforce is expected to retire. Ottawa also says Canada faces a persistent shortage exceeding 20,000 skilled trades workers annually without further intervention.
Team Canada Strong has meanwhile grown from the $6 billion initiative Carney unveiled in April to an $8 billion federal effort after Ottawa added $2.00 billion for bilateral training agreements with provinces and territories.
The program includes apprenticeship wage subsidies, training modernization, union training-centre funding, and a $5,000 bonus for workers who obtain Red Seal certification.
Carney’s Labour Day message framed those workers as essential to making Canada less dependent on the US. Ottawa’s own projections show the scale of the workforce that would have to materialize alongside that economic shift.
