The House produced a bipartisan vote against President Donald Trump’s Iran campaign, only for the Senate to block a parallel effort 87 minutes later, converting congressional dissent into a political warning rather than an operational constraint.
The split came as the conflict’s disclosed costs reached at least $37.5 billion in federal military spending, 18 US service-member deaths, and nearly $71.1 billion in additional household gasoline and diesel expenses.
The Republican-controlled House passed the resolution 9 by 214-208, directing Trump to remove US forces from hostilities against Iran unless Congress approves a declaration of war or specific authorization for military force.

All 210 Democrats who voted supported the resolution. They were joined by Republican Reps. Thomas Massie of Kentucky, Brian Fitzpatrick of Pennsylvania, Warren Davidson of Ohio, and Tom Barrett of Michigan. Seven Republicans and two Democrats did not vote.
The resolution is narrower than a complete regional withdrawal. It preserves the president’s ability to defend US forces, diplomatic facilities, and allied states from imminent attack. It also allows defensive troop deployments and continued intelligence collection, analysis, and sharing.
The House vote did not produce a matching result across the Capitol. At 11:51 a.m., the Senate voted 47-49 against discharging a separate joint resolution from the Foreign Relations Committee.
Republican Sen. Susan Collins of Maine joined Democrats in supporting the motion. Democratic Sen. John Fetterman of Pennsylvania voted against it. Four Republican senators did not vote.

The result left neither chamber positioned to send an operative war-powers measure to Trump.
The votes arrived as the financial burden of the conflict moved beyond Pentagon accounts and into consumer prices.
Defense Secretary Pete Hegseth told lawmakers that direct US military costs had reached $37.5 billion. Reuters reported that 18 American service members had been killed and that the number of wounded was well above 500, citing an unnamed US official.
The national average price for regular gasoline reached $4.09 per gallon on July 23, up 15 cents from one week earlier and from about $3.14 one year earlier, according to AAA data cited by the Associated Press.
A Brown University tracker estimated that American households had paid nearly $71.1 billion in additional gasoline and diesel expenses since the war began. Higher fuel prices have also increased freight, aviation, agriculture, and retail costs.
The White House has maintained that prices will fall as US forces reduce Iran’s ability to interfere with shipping through the Strait of Hormuz. However, S&P Global Energy analysts have said regional oil production may not fully recover until at least the first quarter of 2027, even after fighting ends.
Trump, meanwhile, threatened “major military punishment” against Iran and its Houthi allies on Thursday as U.S. airstrikes continued.
The House has now recorded a narrow bipartisan majority against unauthorized hostilities. The Senate vote ensures that majority remains a statement of opposition rather than a change in military policy.
