Conservative strategist Fred DeLorey thinks Conservative leader Pierre Poilievre’s newest problem is not party discipline, but having a public posture that looks big enough for government.
In CBC News Network “Power & Politics”, DeLorey framed Poilievre’s challenge as a choice between staying the country’s loudest opposition voice and becoming a credible prime ministerial alternative.
“Does he want to be prime minister or leader of the opposition?” DeLorey said, according to the provided transcript. “’Cause he’s auditioning to be leader of the opposition, and not Prime Minister.”
It lands because Poilievre is facing a polling environment where the Conservatives are no longer merely trying to hold their own voters. They need to regain permission from voters who once seemed ready to throw out the Liberals, then shifted after Prime Minister Mark Carney replaced Justin Trudeau and reframed the contest around economic management, sovereignty and stability.

Poilievre’s favourability had fallen to 33% in April 2026, down from 40% in January 2024. Among 2025 Conservative voters, his favourability remained high at 75%, but that was also down from 88% the previous summer.
None of those numbers guarantees the next election but they do show why DeLorey’s comment matters. The question is whether Poilievre can expand without dulling the political edge that made him leader in the first place.
The latest example is 24 Sussex Drive. Carney announced on Friday that Ottawa will launch an independent national design-and-build competition to rehabilitate and modernise the official prime ministerial residence. The Prime Minister’s Office said the Royal Architectural Institute of Canada will advise on the competition framework, an independent jury chaired by architect Moshe Safdie will assess proposals, and the winning design is expected by Canada Day 2027.
The government also said the Rideau Hall Foundation will lead a national fundraising campaign with the goal of raising all or most of the project cost. Carney framed the residence as a public institution rather than a personal perk, saying in his remarks that he would “never” live there.
For Poilievre, the opening was obvious. Canadian Press pickup coverage reported that he argued restoring 24 Sussex should not be a priority while many Canadians are struggling with housing and homelessness.
“When I see the homelessness in our streets and I see the young people who are desperate to start families but can’t get a house to do it, I just think the last thing on our minds should be 24 Sussex Drive,” Poilievre said.
The line fits Poilievre’s core message but it is also exactly the kind of reflex DeLorey appeared to be warning about.
In the interview, DeLorey said Poilievre has “doubled down” on the same tone and message seen over recent months, including “the attack on every item” such as 24 Sussex.
“You don’t need to speak to every single point,” DeLorey said. “Look like a statesman, look like someone that wants to lead the country and lead everybody in it.”
DeLorey’s comment was blunt because it reduced Poilievre’s problem to identity. The Conservative leader has already shown Canadians who he is as an opposition fighter. The missing proof is whether he can look like a leader prepared to govern people who do not already agree with him.
“Right now, who he is will not be prime minister,” DeLorey added.
Poilievre can keep treating Carney’s announcements as targets. Or he can use moments such as 24 Sussex to show judgment, restraint and scale. The next phase of Conservative politics may turn on whether he knows the difference.
