Bipartisan Housing Bill Stranded As Trump Demands SAVE America Act First

Trump held a sweeping bipartisan housing bill hostage on Wednesday, canceling a planned Capitol signing ceremony and demanding Congress pass his stalled voting reform legislation first.

The announcement was made minutes before House Republican leaders finished touting the bill at their weekly press conference — blindsiding GOP leadership in real time. Earlier that morning, Trump had already called the legislation “of minor importance” in a separate Truth Social post before pulling the plug entirely, writing that the signing was cancelled until Congress passes the SAVE America Act, which he declared a “National Emergency.”

The 21st Century Road to Housing Act passed the House 358-32 on Tuesday and cleared the Senate 85-5 on Monday. The bill would bar large institutional investors from purchasing single-family homes and loosen building regulations to increase housing supply — the largest housing package Congress has passed in decades. He gave no indication of whether he still intends to sign it at all.

Trump has 10 days to sign or veto the bill. If he does neither and Congress remains in session, it becomes law automatically. But if Congress adjourns within that window, he could execute a pocket veto — letting the bill die without a formal veto and denying Congress the chance to override. 

House Speaker Mike Johnson said on Wednesday that he believes Trump will sign the bill before the deadline. “He’s going to use a little bit more of that window,” Johnson told reporters, adding that Trump would come around once he reviewed the bill’s details.

The SAVE America Act — the Safeguard American Voter Eligibility Act — would impose nationwide photo ID and proof-of-citizenship requirements for voter registration. The House passed it in February, but it has repeatedly stalled in the Senate, where Republicans cannot reach the 60 votes needed to break a Democratic filibuster. Trump has pressed Senate Majority Leader John Thune to eliminate the filibuster. Thune has refused.

When reporters told Thune about the canceled signing, he laughed. “I don’t have any observations about that,” he said.

The standoff immediately triggered fallout in the House. Rep. Anna Paulina Luna of Florida led a bloc of GOP members — including Reps. Chip Roy of Texas and Max Miller of Ohio — vowing to block all procedural floor action until the Senate passes the SAVE Act. The threat forced the House to cancel rule votes on Wednesday afternoon that would have cleared several bills for debate. Without those votes, the chamber cannot bring forward legislation under regular order.

Johnson floated attaching the SAVE Act to a third reconciliation package as the only viable path forward. Budget experts and Senate proceduralists have raised doubts about whether a voting bill qualifies for that process, which is legally restricted to spending and budgetary measures and allows passage along party lines with a simple majority.

Sen. Elizabeth Warren, who co-authored the housing bill, said the move revealed Trump’s complete indifference to housing costs for American families. The charge carries weight beyond Wednesday’s standoff. In May, Trump told reporters he does not “think about Americans’ financial situation” when making major decisions — a remark he made while gas prices were climbing 28% in two months amid the Iran war.

Wednesday marked the second time in weeks that Trump dismissed a concrete affordability measure in favor of a separate political priority.
