Calgary has formally entered Alberta’s separation debate less than four weeks before voters decide whether to remain in Canada or begin a process toward a future binding independence referendum, with city council voting 14-1 to declare Calgary a “vital part of Alberta and Canada.”
The Sept. 22 resolution, introduced by Mayor Jeromy Farkas and co-sponsored by Ward 3 Coun. Andrew Yule, does not bind voters or alter the provincial referendum. Instead, the motion grounds council’s position largely in Calgary’s economic and municipal interests. Ward 12 Coun. Mike Jamieson cast the only opposing vote.
The motion argues that separation could affect Calgary’s economy, municipal finances, infrastructure investment, and ability to provide services. It also points to federal funding currently used for housing, public transit, infrastructure, and other city priorities, saying continued access to those programs could be put at risk if Alberta left Canada.

Those concerns come one week after a University of Calgary School of Public Policy report commissioned by the Alberta government estimated that creating an independent Alberta could require $50 billion to $170 billion during the first five years, excluding some broader economic effects.
Calgary businesses have also raised concerns. A June survey of 137 Calgary Chamber of Commerce members found 48% said they were very or somewhat likely to relocate if Alberta began the formal separation process. Another 19% reported already slowing expansion plans, while 15% said they were actively exploring relocation.
The council vote comes ahead of Alberta’s Oct. 19 referendum, which contains ten questions. On the Canada question, voters can choose to keep Alberta as a province or instruct the government to begin the legal process required to hold a later binding referendum on separation.
The Calgary resolution therefore settles nothing constitutionally but it does put Alberta’s largest city government formally on record as the province enters the final weeks of the campaign.
