Caroline Mulroney to Leave Ford Cabinet and York-Simcoe Seat in Ontario Legislature

Caroline Mulroney on Monday handed Doug Ford one of his most consequential cabinet vacancies in years. Ontario’s Treasury Board president and francophone affairs minister will resign from both her portfolio and her York-Simcoe seat on June 5, closing an eight-year run at Queen’s Park that touched nearly every major corner of provincial government.

The decision, she said, was shaped by two moments that had nothing to do with politics. The death of her father two years ago and the recent shift to an empty nest with her husband together crystallized something she had been weighing. “Together, they have led me to the conclusion that now is the right time to step back from elected life and begin a new chapter,” Mulroney wrote in her departure statement.

The tenure she is leaving behind was not a narrow one. Mulroney came into cabinet in 2018 as part of Ford’s inaugural government and cycled through attorney general, transportation minister, and francophone affairs before landing at the Treasury Board presidency. Through all of it, she never gave up the francophone affairs file — she held it continuously across all eight years, a stretch that began with funding cuts in 2018 and later included a funding agreement tied to the largest expansion of public transit in North America. Finance Minister Peter Bethlenfalvy will step into the Treasury Board role on an interim basis once her resignation takes effect.

Ford’s response after the announcement leaned personal before it turned political. “Politics is in Caroline’s blood,” he said, adding that the Ontario PC Party “will no doubt continue to benefit from her ideas and ideals.” He described her as a close personal friend who brought calm, steady leadership to every role she held.

Mulroney herself was more plainspoken about the weight of the moment. “There is an old line in politics that the worst day in elected life is better than the best day outside of it,” she said. “I’m not sure that’s true, but I do know that I will miss the people I have worked with over the past eight years more than you know.”

Her exit lands at an awkward moment on Ford’s political calendar. The York-Simcoe vacancy will force a byelection in the riding, and the government is already obligated to call a separate byelection in Scarborough Southwest by the end of summer. Two contested races in close succession gives opposition parties back-to-back opportunities to take the temperature of PC support before the next general election.
