The US Treasury has given global oil traders a temporary legal bridge into Iranian crude, but only for 60 days and only inside a tightly drawn compliance box.
The Office of Foreign Assets Control issued Iran General License X on June 22, authorizing the production, sale, delivery, and offloading of Iranian-origin crude oil, petrochemical products, and petroleum products through 12:01 a.m. EDT on August 21, 2026. The license also covers transactions involving vessels blocked under the sanctions authorities named in the document.
The license does not merely allow Iranian barrels to move. It authorizes the surrounding commercial stack that normally makes oil trade possible, including safe docking, anchoring, emergency repairs, environmental mitigation, vessel management, crewing, bunkering, piloting, registration, flagging, insurance, classification, and salvage.

OFAC also authorized importation into the US when tied to the sale, delivery, or offloading of covered Iranian-origin products. Payments owed to Iran, the Iranian government, or blocked persons for authorized purchases may be made in U.S. dollar-denominated funds.
However, the license does not authorize transactions involving persons located in or organized under the laws of North Korea, Cuba, Crimea, or the “Covered Regions of Ukraine” as defined by Executive Order 14065. It also excludes entities owned or controlled by, or in joint ventures with, such persons.
The document also preserves other sanctions restrictions outside the listed authorities. That means banks, shippers, insurers, refiners, and traders still need to screen counterparties, ownership, vessels, cargo origin, payment routing, and any activity that may fall under other OFAC rules.
OFAC’s Iran sanctions page describes general licenses as authorizations that allow all US persons to engage in covered activity without applying for a specific license. That makes General License X broad by design, but not unlimited.

Iranian oil flows had already become a pressure point in a wider energy squeeze. Reuters reported earlier this month that Iranian crude and condensate exports fell below 300,000 barrels per day in May, the lowest level in at least six years, citing shipping data and analysts.
The International Energy Agency’s April oil market report said the Iran war and restrictions around the Strait of Hormuz helped drive what it described as the largest disruption in history, with global oil supply falling by 10.1 million barrels per day to 97 million barrels per day in March.
US crude fell below $74 per barrel after the waiver, with WTI down about 3% to $73.60 and Brent down 3.5% to $77.27.
The waiver also lands after months of US enforcement actions targeting Iranian oil networks. Treasury’s Iran sanctions page lists recent actions on June 10 and June 5 before the June 22 license.
That is the contradiction at the center of the policy. Washington is not dismantling the Iran sanctions architecture. It is temporarily inserting an oil-market valve into it.
