Ukraine and Iran’s foreign ministers spoke by phone this week about last weekend’s deadly Caspian Sea strike, and each side described the call differently afterward.
Acting Ukrainian Foreign Minister Andrii Sybiha called his Iranian counterpart, Abbas Araghchi, on Tuesday, in what Ukrainska Pravda called their first-ever direct contact. Sybiha wrote on X that “our goal is to avoid unnecessary escalation.” He said Kyiv’s strikes target only Russian aggression, never civilians or civilian vessels, and that the same applies to the Iranian sailor killed in last weekend’s attack. He also pressed Araghchi to end Tehran’s support for Moscow’s invasion, calling that war illegal and saying it must stop.
Araghchi said Sybiha told him the strike was “unintentional” and that Ukraine had no interest in escalating further. Iran feels the same way, he added, but considers any attack on its citizens or interests unacceptable and wants compensation for its losses.
Sybiha’s own statement never calls the strike unintentional. He only acknowledges that Iran’s account involves a civilian vessel, without saying whether Ukrainian forces knew that when they struck it. That gap leaves the central question, intent, unanswered.

Ukrainian officials pushed back on louder warnings about the incident. Andriy Kovalenko, who heads Ukraine’s Center for Countering Disinformation, said Tuesday there was “currently no official information” pointing to Iranian preparations for a missile strike. He acknowledged Iran has the weapons to carry one out, and later clarified his comment to head off attempts to spin it. The warning followed an unverified map, circulated on the pro-Iranian Telegram channel Middle East Spectator, claiming all of Ukraine sits within range of Iran’s Khorramshahr-4 missile. No Iranian official has confirmed that claim.
The same day, Zelensky and Israeli Prime Minister Benjamin Netanyahu were both in Washington for memorial services for Sen. Lindsey Graham, the South Carolina Republican and longtime Ukraine and Israel ally who died July 11 of an aortic dissection. Each met separately with Trump. Zelensky said he and Trump discussed letting Ukraine build Patriot interceptors under license. Netanyahu, in his first Trump meeting since the two countries’ joint war on Iran began, discussed that campaign along with a Lebanon peace framework.
Tehran’s response to the strike has stayed diplomatic for now. It lodged a formal protest through Ukraine’s charge d’affaires and demanded that Kyiv own up to what happened and pay for the losses.
