Canada Offers Deeper U.S. Ties in USMCA Talks, Rejects One-Sided Demands

Prime Minister Mark Carney has declared Canada’s willingness to pursue deeper integration with the United States as part of the upcoming Canada-U.S.-Mexico Agreement review this summer. Speaking at the Global Progress Action Summit in Toronto on May 9, Carney stressed that concrete proposals for enhanced cooperation in select sectors are already on the table.

“Like Mexico, Canada remains open to deeper integration, including options for fortress North America in (certain) sectors. And to be clear, those offers are on the table,” Carney said, signaling a proactive approach to strengthening North American economic ties.

Yet, Carney has been equally firm that any negotiations must be a two-way street. During a caucus meeting in Ottawa on April 22, he emphasized that Canada will not accept terms imposed solely by the U.S. His administration has already presented counterproposals, underlining a commitment to mutual benefit over unilateral demands. Canada-U.S. Trade Minister Dominic LeBlanc echoed this sentiment at the Globe and Mail Intersect conference in Toronto, stating that Ottawa will not offer concessions merely to initiate talks but will address U.S. concerns only within a comprehensive deal.

While Canada pushes for collaboration, friction with the U.S. persists over specific trade barriers. U.S. Commerce Secretary Howard Lutnick, speaking in Washington earlier this year, called Canada’s restrictions on American wine and spirits in provincial liquor stores “insulting and disrespectful.” U.S. Trade Representative Jamieson Greer, addressing a congressional committee, meanwhile voiced frustration over limited access for U.S. dairy and alcohol products in Canadian markets, hinting at potential enforcement measures.

Adding to the tension, Ontario Premier Doug Ford confirmed a ban on U.S. wine and spirits at LCBO shelves as a direct response to U.S. tariffs, vowing to maintain the restriction until the levies are removed.

Despite these challenges, Carney’s broader vision includes diversifying Canada’s trade portfolio. Industry Minister Mélanie Joly, speaking at the same Toronto summit on May 9, outlined a goal to double non-U.S. exports by forging new global trade agreements, a strategy aimed at reducing dependency on any single market.

As the CUSMA review approaches, Canada’s dual focus on closer U.S. integration and expanded global trade will shape its economic trajectory. With negotiations set for mid-2026, the stakes for balancing partnership and autonomy remain high.
