When Vladimir Putin emerged from the Annunciation Cathedral in Kazan on Wednesday, Russian state television captured what appeared to be a spontaneous outpouring of public affection — residents pressing forward to shake the president’s hand and offer words of support. Then a bodyguard’s walkie-talkie gave the game away.
In footage published by Ukrainian open-source outlet Agency, one of Putin’s security detail can be heard giving instructions to colleagues while referring to the crowd as “massovka” — a Russian film industry term for hired background actors brought in to fill out a scene.
The bodyguard appeared to be ordering the extras to disperse once Putin had passed through. Putin and Tatarstan Governor Rustam Minnikhanov continued walking through the square, asking people where they were from — neither waited for answers before moving on.
Putin's entourage was caught on camera calling for "staged crows" ("массовка" in Russian) as Putin was walking out to film his "tsar greets serfs" bit. https://t.co/RKxdW5x7cm pic.twitter.com/IO2ts72rq6

The Kazan visit was the first time Putin had travelled within Russia since November 2025 — the longest domestic travel hiatus of his entire presidency. His public appearances dropped 25% year-on-year in the first quarter of 2026 and were roughly 50% below his 2024 pace.
The Kremlin has imposed an extraordinary security regime around him — his inner circle cannot carry mobile phones or use public transport, and surveillance equipment has been installed in the homes of cooks, bodyguards, and photographers.

Reports suggest Putin has rarely left bunkers for weeks at a stretch, as Ukrainian drone strikes grow more accurate and internal threats — from potential coups to assassination attempts — weigh on the Kremlin’s security planning.
Kazan had been placed on effective lockdown ahead of his arrival — restricted communications, sealed streets, and special forces in camouflage visible in footage from the event alongside plainclothes security personnel. Even polling by researchers sympathetic to the Kremlin has shown a slide in Putin’s standing, and Ukrainian intelligence claims to have obtained internal data confirming the same.
