DeepSeek is set to enter one of the world’s highest-level security forums as governments move artificial intelligence deeper into the same diplomatic machinery used to address armed conflict, sanctions, terrorism, and other threats to international peace.
The Chinese AI developer has been invited to brief the 15-member UN Security Council on Wednesday, September 23, alongside OpenAI CEO Sam Altman and expected senior representation from Anthropic, according to Reuters, citing two people familiar with the arrangements.
Other Chinese developers, including Moonshot AI, have also been invited to make statements.

The meeting comes during the UN General Assembly’s high-level week in New York and will focus on AI and international security. France, which holds the Security Council presidency for September, convened the session. French Foreign Minister Jean-Noël Barrot is expected to chair it.
France’s concept note, obtained by Reuters, frames the discussion around malicious uses of AI and the possibility of humans losing control of increasingly capable systems. It calls for attention to systems that could facilitate actions affecting international peace and security.
DeepSeek founder Liang Wenfeng is not expected to attend, according to one Reuters source. The identity of DeepSeek’s expected representative has not been disclosed, and the source cautioned that arrangements could change before Wednesday.
On the other hand, an OpenAI spokesperson confirmed that Altman will appear in person and said his remarks are expected to address international coordination, common safety standards, and OpenAI’s own safety work.
The meeting also lands amid a separate push by OpenAI to shape international AI rules. On Monday, the company called for the US to lead development of global technical standards for frontier AI, including common measurements and incident-reporting systems.
At the government level, US Treasury Secretary Scott Bessent said Washington and Beijing agreed this week to establish a formal AI dialogue and discuss an “incident line” for communicating about safety events. Officials are expected to meet again in Shenzhen in roughly two months.
The Security Council first formally debated AI in July 2023. A September 2026 report from Security Council Report described the body’s engagement since then as limited and politically contested, even as AI becomes increasingly connected to cyber operations, autonomous weapons, information warfare, and geopolitical competition.
