President Donald Trump’s new passport reveal created an immediate problem of audience. The document is a credential issued to US nationals but the message he attached to it sounded more like a border warning to outsiders.
Trump posted an image on Truth Social describing “The U.S.A.’s New Passport,” adding that it says, “Welcome, but be good!” and signing the message “President DJT”. The mock-up shows Trump’s image beside the Declaration of Independence and another page featuring the signing of the Declaration, with “United States of America 250” beneath it.
The State Department’s official page confirms the underlying program. It says the department has created a limited-edition US passport to commemorate America’s 250th anniversary, with applications beginning July 6, 2026. The passport will have custom artwork and enhanced images on the front, back, and inside covers, while retaining the same security features as the next-generation US passport.

The State Department page does not display the exact “Welcome, but be good!” language. CNN reported that the White House directed questions to the State Department when asked whether the latest rendering was official, and CNN said it had reached out to the State Department for comment.
The document will not be broadly available through every application channel. The State Department says the limited-edition passport will be issued at the Washington Passport Agency starting July 6 while supplies last. Applicants who apply online, by mail, at a US embassy or consulate abroad, or at another passport agency during normal hours will not receive the commemorative version.
The official rollout is narrow, but the political blast radius was instant. Social media users seized on the wording because a US passport is not a visa for foreign tourists. It is a citizenship and nationality document used by Americans and US nationals for international travel.
That is why the “Welcome” phrasing landed awkwardly. A US passport can be shown when an American leaves or re-enters the country. It is not normally the document handed to a foreign visitor being welcomed into the United States. The line may function as patriotic pageantry, but its implied audience blurs the role of the document.
The deeper issue is institutional branding. The commemorative passport is part of the broader Freedom 250 program, which the White House describes as a yearlong celebration of 250 years of American independence involving federal agencies, private partners, nonprofits, educational institutions, and citizens.
Trump’s image changes the optics. Passport design has always carried national symbolism, but the new rendering places a sitting president’s likeness inside a federal travel document. CNN reported that an earlier State Department rendering used a different Trump image, while the latest one appears to rely on a separate portrait style.
The State Department says the commemorative passport has 28 pages, the same as the standard passport book, and that large-format 52-page books will use the existing design rather than the limited-edition artwork. Fees follow the established passport fee schedule, with a $60 expedite fee required for urgent in-person applications at the Washington Passport Agency.
