Alberta Targets Three BC Routes for Million-Barrel Oil Pipeline to Asia

Alberta is evaluating three potential routes through northern British Columbia for a new oil pipeline that could transport 1 million barrels per day to Asian markets, a move aimed at reducing Canada’s heavy reliance on US energy exports.

The proposed pipeline, still in early planning stages, targets coastal endpoints including Prince Rupert and two other northern locations, as the province seeks to capitalize on growing demand from China and South Korea.

Premier Danielle Smith’s government is spearheading the project, investing millions in feasibility studies while emphasizing the economic advantages of a northern route over costlier southern alternatives. A southern route mirroring the recently expanded Trans Mountain Pipeline, which tripled capacity to 900,000 barrels per day at a cost exceeding C$30 billion, faces spatial constraints through the rugged Coquihalla region and urban challenges near Vancouver.

Northern options, while politically contentious, are seen by Alberta officials as more viable despite opposition from BC’s government, environmentalists, and some Indigenous groups.

BC Energy Minister Adrian Dix has outright rejected the northern route as ‘not realistic,’ citing a decade-old oil tanker ban along the province’s North Coast that protects local communities and economies. He argues no private investor would fund such a project, a stance that complicates Alberta’s ambitions.

Federal support remains a critical hurdle, with Prime Minister Mark Carney’s government yet to endorse a specific route. Carney, who has positioned energy exports as central to Canada’s economic sovereignty, may lean toward a southern route, as suggested by federal sources. Canadian Energy Minister Tim Hodgson stressed that Indigenous consent is non-negotiable, underscoring the government’s commitment to aligning any project with climate goals and national interest criteria.

Adding to the complexity, Alberta and Ottawa are nearing a deal on industrial carbon pricing within the next two weeks, a key component of a broader November 2025 energy pact. This agreement also mandates a major carbon capture project to offset emissions from the oil sands sector, pairing environmental measures with infrastructure expansion.

Alberta plans to transfer the pipeline project to private sector operators once a route is finalized, contingent on federal designation as a national interest project for expedited approvals. The province’s submission to the federal Major Projects Office, expected in the coming months, will be the next concrete step in a saga potentially valued at over $10 billion.

Geopolitical pressures, including volatility from the war in Iran, heighten the urgency for diversified Canadian energy exports. Yet, with BC pushing to maximize Trans Mountain’s capacity instead of building anew, and technical challenges like Vancouver’s congested waterways limiting southern options, the path forward remains uncertain. Alberta’s focus on northern routes, despite the obstacles, signals a bold bet on reshaping Canada’s energy export landscape.
