Parliamentary Budget Officer Reportedly Faced Gag Order Over Federal Carbon Pricing

The Conservative Party, led by Pierre Poilievre, has strongly criticized Prime Minister Justin Trudeau and the Liberal government for allegedly imposing a ‘gag order’ on the Parliamentary Budget Officer (PBO) concerning the economic analysis of the federal carbon pricing regime.

In a recent speech, Poilievre highlighted that the PBO had confirmed the Liberal carbon tax leaves the majority of Canadians financially worse off, contradicting the government’s claims. He accused the Liberals of blocking the release of this crucial analysis, calling it a “carbon tax cover-up” and demanding transparency from the government.

“The Parliamentary budget officer has already proven that the liberal carbon tax, just like the prime minister, is not worth the cost,” Poilievre stated. “The vast majority of people are worse off under a carbon pricing regime than without.”

The controversy centers around the PBO’s admission of errors in previous reports on carbon pricing. In April, the PBO acknowledged that its analyses for 2022 and 2023 mistakenly included the impact of industrial carbon pricing, skewing the results. An updated report is expected in the fall​.

Poilievre’s remarks were reinforced during a House of Commons finance committee meeting where PBO Yves Giroux testified. Giroux confirmed that his office had seen the government’s economic analysis on carbon pricing but was instructed not to disclose it, effectively placing a gag order on the information. Giroux indicated that the undisclosed analysis aligned with the PBO’s findings, suggesting that the carbon tax’s economic burden on Canadians outweighed the benefits of the rebates provided​.

During the finance committee meeting, Giroux made it clear: “The government has these numbers, has numbers on the economic impact of the carbon pricing, so the carbon tax and the OBPS (Output Based Pricing System). And that’s your government sir, they have not published anything.”

This led Conservative MP Marty Morantz to ask, “Mr. Giroux, in your earlier testimony you said that you understood that the government had economic analysis on the carbon tax that it has not released. Are you saying that the government is not being transparent with the analysis that it has?”

Giroux responded, “What I mentioned is that the government has economic analysis on the impact of the carbon tax itself and the OBPS. We’ve seen that, staff in my office, but we’ve been told explicitly not to disclose it and reference it.”​

“You’ve seen their analysis but they’ve said… they put a gag on you, basically saying you can’t talk about it,” Morantz clarified, to which Giroux responded, “That is my understanding.”

Giroux stated that the Trudeau government is hiding a report that shows most Canadians pay more due to the carbon tax than they get back. He detailed that while the PBO’s reports suggested rebates might offset the costs for some, the overall economic impact leaves most Canadians financially worse off. This comprehensive impact includes rising consumer goods prices, higher HST, and lost economic opportunities​.

In response, Environment Minister Steven Guilbeault defended the government’s position, stating that 80% of Canadians receive more money back through the carbon rebate than they pay. He also criticized the Conservatives for spreading misinformation about carbon pricing, emphasizing the importance of carbon pricing in reducing emissions and supporting affordability​.
